The federal judiciary's Case Management/Electronic Case File (CM/ECF) system is an internet-based document filing and case management system. The Eastern District of North Carolina implemented CM/ECF in October of 2005. Any computer with internet access and web browser software can access CM/ECF.
CM/ECF allows registered attorneys to electronically file case-related documents through the internet. All members of the Eastern District of North Carolina bar are expected to register as electronic filers and file case documents electronically. See Standing Order 06-PLR-2. The filings are immediately entered on the court’s electronic docket sheet along with court-generated docket entries, such as orders and minute entries. These electronic records constitute the official record of the court. Registered attorneys who have made an appearance in a case receive electronic notification of docket entries and documents filed in the case.
CM/ECF allows the court to make case-related documents available to the public through the internet. The public may view an Eastern District of North Carolina docket sheet or document at the public access terminals in the clerk’s office. Electronic access to court data is also available through the Public Access to Court Electronic Records (PACER) program. Viewing documents from PACER requires a PACER account and PDF-Reader software.
