Public Notice Regarding Changes to Miscellaneous Court Fee Schedules Effective December 1, 2023.
The Judicial Conference approved inflationary adjustments to fees on the miscellaneous fee schedule will become effective December 1, 2023. Please review the District Court Fee Schedule under the "Public" tab at www.nced.uscourts.gov. Updated fees will be posted as of December 1, 2023.

The Wilmington Courthouse will be closed November 13 through November 17, 2023. Beginning November 20, 2023, court will resume in Wilmington at the Alton Lennon Federal Building and United States Courthouse located at 2 Princess Street, Wilmington, North Carolina 28401. Courtroom technology in courtroom 1 at the Alton Lennon Federal Building, Wilmington has been recently updated and is operable effective 4/8/2024. Any attorney that would like to do the technology training must contact Rick Sanchez at (919-645-1716).

CM/ECF REGISTRATION INFORMATION

For the United States District Court for the Eastern District of North Carolina, CM/ECF Registration is a multi-step process.

  1. If you are a new attorney, who never had a legacy CM/ECF (pre-Next-Gen) e-filing account with our court, you will do the following.
  1. Visit the PACER Service Center at www.pacer.gov and register for a personal (as opposed to a group billing) PACER account.
  2. Via PACER, you will electronically register for e-filing privileges with the Eastern District of North Carolina. Click here for a step-by-step guide.
  3. Also, complete and return the hard-copy, wet-signature CM/ECF Registration Sheet found on our website. Click here for the government attorney registration form or here for the non-government attorney registration form.  If you have not had CM/ECF training, you will also need to register for a training class. You may click here to register for a CM/ECF class.

    Signing the registration form commits you to accept service electronically in lieu of paper service from the Court and from opposing counsel in any case in which you are the attorney of record.

Once all requirements have been met, the court will extend e-filing privileges to your personal PACER account.

Your PACER credentials will then be used for both e-filing and for case query functions.

  1. If you have a legacy CM/ECF (pre-NextGen) e-filing account with our court, you do not need to re-register for e-filing privileges via PACER.  Instead, you need to link your legacy CM/ECF account to your updated personal (as opposed to a group billing) PACER account. To accomplish this linking, you will need both your personal PACER account credentials and your legacy CM/ECF credentials. If you do not remember your legacy CM/ECF credentials, you may email us at NCED-ECF@nced.uscourts.gov and we will reset your legacy credentials.
